KARL LOEWENSTEIN, MAX LERNER E A DEMOCRACIA MILITANTE: UM APELO À “DEMOCRACIA FORTE"

Na década de 1930, Karl Loewenstein reagiu à facilidade com que o Partido Nazista subiu ao poder dentro da democracia parlamentar. Na América do Norte, Max Lerner ecoou o apelo de Loewenstein por uma “democracia militante”, mas identificou um diferente “inimigo interno”, os maliciosos interesses capitalistas. A resposta de Loewenstein ao populismo foi uma ‘Democracia autoritária’, enquanto Lerner desejava envolver a pessoas em um compromisso público. Este artigo busca um caminho do meio para uma concepção de democracia que evite as vicissitudes de maiorias transitórias, sem ceder terreno a qualquer minoria entrincheirada ou transitória. Em sua aparência moderna de “neoliberalismo”, o capitalismo corporativo fez incursões nas sensibilidades dos democratas, e precisa ser confrontado por uma noção de “democracia forte”, expressa através do engajamento de todas as populações.
